ACHIEVEMENTS OF PIPDIC

 

PIPDIC was established during the year 1975.  The main objective is to work for sustained industrial development of Pudhucherry by promoting industries through financial assistance and development of infrastructure.  It pertinent to mention here that unless infrastructure is developed, industrial development cannot be achieved to the desired level.  Since its inception,  PIPDIC has developed the following Industrial Estates to cater for the needs of needy entrepreneurs.

Special Features of newly established Industrial Estates/Parks

 

Electronic Park

 

The Industrial Park is set up in 52 acres of land at Thirubuvanai, about 20 Kms away from Pudhucherry Town to accommodate Electronic as well as non-polluting industries. On the Electronic side, the industries like Wipro, Sakthi Data Cables, Sharan solutions India, AGL Electronics have set up their units at the park. On the non-polluting industries side, industries engaged in activities like poly woven sacks, foam mattress, oil filling etc., are permitted to set up their plants.

 

Plots are readily available for allotment at Rs.310/Sq.mt under Premium Lease Scheme for 99 years. Ready Built Sheds are also available on allotment on monthly rental basis at Rs.3.50 per Sq.ft per month on first come first served basis.

 

 

IT Park

 

            Phase-I:      The IT Park has been set up at Kalapet, just 12Kms away from Pudhucherry town on East Coast Road.  It is just 2 hour drive from Chennai International Air Port.

 

            The IT park is provided with Earth Station of 35MB capacity. Software Technology Parks of India (STPI) has set up their branch office at IT park to counsel and guide the software exporters. Units like Azhimuthu Software Ltd., M/s. PCS Industries Ltd., M/s. Mondial Call Centre are functioning at the Park. The IT Park is ideally suited for Business Process outsourcing (BPOs) as it is located adjacent to the knowledge center i.e. Pudhucherry Engineering College and Pudhucherry University.

 

            Modules are available for immediate allotment at Rs.5.00 per Sq.ft. per month in Building-I.

 

Growth Centre,  Karaikal:

 

The Growth Centre at Karaikal is coming up in about 600 acres of land. The prime objective behind bringing in Growth Centre at Karaikal is to ensure balanced industrial development  in all the regions of Union Territory of Pudhucherry as per the Industrial Policy of the Government of Pudhucherry.  It is a long felt need of the Karaikal region.

 

The Growth Centre is planned in such a way to house all kinds of industries in various sectors viz. Tiny, Small, Medium and Large Scale.  It is expected that the Growth Centre would bring in more investment to Karaikal region.  It is located nearer to the Pudhucherry Power Corporation plant which ensures immediate and steady power supply to the industrialists.  Further,  Narimanam Gas Basin is the near proximity of the Growth Centre ensuring alternative fuel availability to the needy persons.

 

                        The Growth Centre is developed in three phases.  In each phase about 200 acres of land would be developed and would be made available for allotment.  Under Phase-I(a), about 74 plots of various sizes ranging from 0.25 acre to 5.00 acres have been developed and being allotted.  The Phase-IA of Growth Centre has commenced from December 2003.  The works like site grading, storm water drainage, artificial lake formation for water storage etc., have been completed at a cost of around Rs.580.00 lakhs.  Plots are being allotted initially on annual lease basis @ Rs.17/Sq.mt per annum and subsequently it will be converted into premium lease basis.

Achievements on Financial Assistance

 

Loan Sanctions

 

From 1975 to March 2005, total sanction of various loan were made to an amount of Rs.28405.92 lakhs to 3401 units.  The total amount of disbursement upto March 2005 is Rs.18618.05 lakhs.

 

Incentives & Concessions

 

            The Government of Pudhucherry provide various incentives and concessions as detailed below:

 

Interest subsidy to all SSI units:

 

The SSI/Tiny units who have availed loan from any Nationalized Bank, Financial Institutions, for creating fixed assets and working capital are eligible for grant of interest subsidy.  The interest subsidy to the extent of 25% of the annual interest amount paid subject to a maximum limit of Rs.75,000/- per unit per annum in any financial year is admissible.

 

Incentives for Pollution Control Equipments/Energy Saving Devices:

 

50% incentives for SSI/25% for Medium and Large Scale units is granted for the installation of pollution control equipments and /or energy saving devices with a ceiling of Rs.5 lakhs per unit.

 

 

Incentives for SC/ST/Women entrepreneurs (SSI units):

 

Special investment subsidy

 

The SSI/Tiny unit or expansion of existing units set up or run by SC/ST/ Women entrepreneurs and investment made on or after 27/03/2002 on land, Building & Plant & machinery is eligible for the grant of 25% capital investment subsidy subject to a maximum limit of Rs.25 lakhs.

 

Rent subsidy

 

The SSI/Tiny units set up by SC/ST/Women entrepreneurs on or after 27/03/2002 is eligible for rent subsidy for 5 years from the date of commencement of commercial production subject to a ceiling of Rs.5000/- per month as detailed below:-

 

Ø      First two years  - 50% of the rent

Ø      Third year – 40% of the rent

Ø      4th & 5th year – 30% of the rent

 

Interest subsidy

 

The SSI/Tiny unit set-up by SC/ST women entrepreneurs who have availed loan from any Nationalised Bank, Financial Institutions, for creating fixed assets and working capital is eligible for grant of interest subsidy.  The interest subsidy to the extent of 25% of the annual interest amount paid subject to a maximum limit of Rs.75,000/- per unit per annum in any financial year is admissible for 5 years from the date of commencement of commercial production.

 

Employment subsidy

 

The SSI/Tiny units set by SC/ST & women entrepreneurs and commenced production on or after 02/08/2004 is eligible for the grant of 20% wage/salary as employment subsidy for a period of 5 years subject to a maximum limit of Rs.5 lakhs per annum per unit.  The wage/employment subsidy is considered if the unit provides direct employment to atleast 10 persons out of which 60% are local people and covered under Provident fund (PF).

 

Incentives to IT industries

 

Ø      Fixed Capital Investment Subsidy at the rate of 35% subject to a   maximum of Rs.30.00 lakhs for all SSI  IT units.

 

Ø      Subsidy on leased line rental payable to the extent of 50% for first 3 years subject to max of Rs.10 lakhs

 

Ø      IT Software and IT Service Companies exempted from routine inspection

 

Ø      Equity Participation for IT Industries will be extended upto 15% of the total equity

 

Ø      The rte of interest will be 2% per annum less than the prevailing rate of interest for IT Industries for the loan sanctioned by PIPDIC.

 

Ø      The Container corporation of India has opened Inland Container Depot to promote containerization of Cargo and EXIM Trade in Pudhucherry

 

Ø      Sales Tax is exempted for the sale of goods manufactured by all the IT Industries located in UT of Pudhucherry for a period of 10 years vide G.O Ms.No.73/99-F2, dt 03/12/99 of finance Dept. Pudhucherry

 

Ø      Information technology related Industrial units engaged in software development services and training are exempted from locational restrictions as per G.O.Ms.No.24/2000-ENVT Dt:30/10/2000 issued by Chief Secretariat (Environment)

 

Ø      Relaxation of FAR to the extent of 50% will be given to the IT units set up outside the urban areas.

 

Ø      Software Industries are exempted from obtaining NOC on pollution angle as per orders issued by Chief Secretariat (Environment Department) vide G.O.Ms.No.24/200-ENVT, dt:30/10/2000

 

Ø      Uninterrupted power supply, priority in sanctioning and connecting power for IT Industries will be extended by Electricity Department

 

Ø      Permission to run 3 shift operations for the IT Industries will be granted by Labour Department subject to the provision of other facilities such as one day off, facilities to women workers etc. Labour Department has already granted exemption to knowledge based industries in the Union Territory of Pudhucherry under the shops and establishment Act/Rules 1964 vide G.O.Ms.No.6 dt: 03/02/2001

 

Ø      Stamp duty exempted for the IT Industries on sale/lease of property in Software Technology Park and on execution of term loan agreement on loans sanctioned by PIPDIC

 

Ø      The stretch of East coast road starting from Siddhanandasamy Temple Junction to Ariyankuppam will be declared as 'IT Corridor'.  The role of the Government in this regard will be to provide necessary infrastructure facilities like road, power, water supply, telecommunication etc.

 

Incentives for Thrust Area Industries

 

In order to attract more investment and to create more number of employment opportunities in the Union Territory of Pudhucherry, the Government is granting capital Investment subsidy/Employment & Interest subsidies to the following Thrust area industries.

6. Food Processing Industries

7. Leather products and Footwear

8. Textiles including garments

 

 

Central Investment Subsidy and Interest Subsidy for Thrust area industries 

 

The new IT industries and other thrust area industries (both new and expansion/modernization of existing units) which made investment on or after 06.11.2002 and 3.04.2003 respectively and commenced commercial production are eligible for the grant of subsidy at the rate of 25% of the investment made on Plant and Machinery subject to a maximum of Rs.30.00 lakhs for all SSI IT units.  Also, interest subsidy to the extent of 25% of the annual interest amount paid subject to a maximum limit of Rs.75,000/- per unit per annum in any financial year is admissible for 5 years from the date of commencement of commercial production.

 

            The rate of interest will be 2% per anum less than the prevailing rate of interest for Thrust area industries for the loans sanctioned by PIPDIC.

Incentives for Tourism Related Projects

 

            Star category hotels and Tourism Infrastructure Projects like amusement parks, entertainment multiplexes, food courts, beach resorts, eco-tourism resorts, health spas/wellness centers, convention centers.  Art & Craft Villages, yacht Marinas etc., are provided with the following incentives as per G.O.Ms. No.1 the Industrial Development (Tourism) Department dated 16-02-2004 and G.O.Ms.No.1/Tourism/US/2005 dated 18-02-2005 on a case to case basis.

 

An interest subsidy equal to a difference of 5% in the rate of interest charged by Financial Institutions for loans for a period of 5 years, subject to a maximum of Rs.5.00 lakhs per year.  It will be reimbursable from the date of commencement of commercial operations of the unit.  This will be paid directly to the Financial Institutions concerned, but only after the applicant has paid his share of the instalment of the interest due to financial institutions concerned.

 

Incentives for heritage hotels & buildings

 

a) Roof repairs and façade improvements upto 70% of the cost of work upto a maximum of Rs.1.50 lakhs (per buildings).

 

b) Removal and alterations of existing unsympathetic changes as pointed by the Competent Authorities, upto 70% of the cost of work upto a maximum of Rs.1.00 lakhs (per building)

 

c) Construction subsidy for additional lettable rooms built within the conservation norms as laid down by the competent authorities, at 20% of the building costs subject to a maximum of Rs.5.00 lakhs per building.
